Getting your PESEL number is not obligatory to apply for a temporary residence card, yet obtaining PESEL is strongly recommended for all students. You can apply for PESEL when you register your residence (‘meldunek’) or you can obtain it in Centrum Obsługi Mieszkańca (Inhabitant Care Centre) – eg. in Magnolia Park mall at Legnicka 58 Str.

If you are a foreigner and you plan to stay in Poland longer than 30 days, you ought to register your place of stay in Poland (get 'meldunek').

If you apply for 'meldunek' you will automatically receive a PESEL number. For non-European Union citizens, it is recommended to register your place of stay within 4 days of your arrival in Poland. 

'Meldunek' is a confirmation of registering your place of stay (address) in Poland.

Do you need it? Yes, for example, if you lose your documents, the Police will know where to look for the owner. 

You should attach to your application form the following documents:

  • Rent agreement signed between you and your landlord or the dormitory administration. The rent should cover the period of more than 3 months. Otherwise, your application for registering your place of stay (getting 'meldunek') can be rejected!
  • If your accommodation is provided to you by your relatives or friends for free of charge, you should attach to your application form a declaration of granting a place of stay to a foreigner ("oświadczenie o zapewnieniu miejsca zakwaterowania cudzoziemcowi"). It has to be signed by the property owner.
  • ID card (for EU citizens) or international/travel passport and visa in a travel passport or temporary residence permit card (for non-EU citizens).

You can obtain a statement about registering the place of stay (domicile) 'PL: zaświadczenie o zameldowaniu na pobyt czasowy bądź stały' after paying a fee in amount of 17 PLN.

No. A citizen of the European Union can enter Poland and remain in the country for up to 3 months with a valid travel document (passport) or national ID card. You should still register your address in Poland, though ( PL ‘meldunek’).

 

Yes, you should register your stay if you stay in Poland longer than 3 months. The residence registration documents must be submitted in person at the Lower Silesian Governor's Offices (otherwise called Lower Silesian Voivodship Office, PL: ‘Urząd Wojewódzk’) no later than the day after the 3-month period following entry into Poland ends. Submitting the registration documents takes place in the Lower Silesian Governor's Offices at counter number 4 in hall A, from 8:15 AM to 3:00 PM. To do this, you must take a queue ticket from the ticket machine located in Customer Service Hall A, selecting the option: 'Foreigners -> EU/Invitations/PDP.' Ticket collection will be possible during the specified hours or until the tickets are exhausted.   • 1 hard copy of the application form for registering the residence filled in the Polish language and 2 photocopies of the 1st and 2nd page, 
  • a valid travel document (passport) or other document confirming identity and citizenship (3 photo copies + original for review),
  • a written statement of the date of the last border crossing (in Polish and English),
  • 4 photographs (35mm x 45mm, taken not earlier than 6 months before the date of application),
  • a confirmation of being an Erasmus Student issued by CRM,
  • a document confirming health insurance coverage or the right to receive health care benefits (eg, EHIC),
  • a written statement confirming sufficient funds to support oneself, or evidence of such funds, such as a credit card or a declaration of funds held in a bank or other financial institution.
